Staffing Analysis Tool: A Resource for State Apprenticeship Expansion Grantees

Implementing a state apprenticeship expansion grant requires a team of skilled and knowledgeable staff members who perform a wide range of functions. The Staffing Analysis Tool provides a structure grantees can follow to reflect on their current staff capacity, team members’ knowledge and skills, and strategies to build a team that is well-equipped to meet grant goals and advance Registered Apprenticeship efforts.

The Staffing Analysis Tool is designed to assist grantees that are growing their staff team, experiencing staff turnover, developing partnerships with other organizations or subrecipients, and/or exploring different ways to structure staff responsibilities to better meet their grant goals.

The Staffing Analysis Tool includes three sections that contain the following components:

  1. Overview of Key Staff Functions: Understand key functions of a state Registered Apprenticeship grantee team and the knowledge, skills, and abilities required for staff in those roles.
  2. Reflection and Self-Assessment: Assess current staffing capacity and identify any potential gaps in staffing or in current staff members’ knowledge and skills.
  3. Action Steps: Identify action steps to strengthen grant staffing and achieve grant goals.

The Staffing Analysis Tool includes space for grantees to fill in information about their current grant staff team and key staff at subrecipients or partner organizations, along with reflection questions that prompt grantees to identify actionable strategies to enhance team capacity and effectiveness. The tool is available in PDF and Word on this page (under the Related Content section on the left).

Grantees can use sections of the tool to facilitate discussion about staff strengths and challenges and collaboratively identify action steps to strengthen grant staffing to achieve goals. In addition, grantees' technical assistance coaches from the American Institutes for Research are available to support the grantee in completing the tool and identifying action steps and timelines.
