State Apprenticeship Expansion Formula (SAEF1 and SAEF2) Grants Reporting Resources

The resources below will help SAEF grantees submit accurate reports and troubleshoot common reporting challenges.

Quarterly Financial Reporting

• Financial Reporting Resources - Provides links to the required forms and instructions, as well as resources to help you understand your financial reporting requirements.

Quarterly Performance Reporting (QPR)

Note: Only SAEF grantees that serve participants submit performance reports. Grantees that don’t serve participants or are planning to but have not yet started must check a box in WIPS stating that they are not serving participants this quarter.

• Apprenticeship Grants Performance Reporting Tab - The Office of Apprenticeship (OA) provides all resources related to QPRs in the Workforce Integrated Performance System (WIPS) on this page. The page includes the apprenticeship grants reporting resources, a reference guide, answers to frequently asked questions, and links to WIPS trainings and Office Hours slide decks.
• ABA2 and SAEF2 Performance Accountability and Reporting Overview Webinar - Covers performance accountability; performance reporting; and performance indicators, including the ABA2- and SAEF2-specific indicators of performance, the Workforce Innovation Opportunity Act (WIOA) primary indicators of performance, and the apprenticeship expansion measures required for each grant.

Quarterly Narrative Reporting (QNR)

• SAEF 5-year Registered Apprenticeship Expansion Plan Progress Tracking Chart - OA recommends SAEF grantees use this chart to track progress against goals and submit the chart as part of your QNR in Section III. Progress of Grant Timeline; Letter A.
• ABA2 and SAEF2 Outputs Reporting Template - Suggested reporting template for SAEF and ABA grantees to report expanding registered apprenticeship program outputs (i.e., Total number of RAPs and pre-apprenticeships developed and expanded) in your QNR, Section XI. Additional Information.
• Quarterly Narrative Report (QNR) template and instructions - SAEF grantees should use this template to submit QNRs through WIPS. As a best practice, OA recommends grantees write and finalize their QNR in Word, and then cut and paste the sections into WIPS, as data may not save if inactive on WIPS for too long.

General SAEF Reporting Resources

• WIPS/AI Demographics Portal Designation Form (updated December 2024) - Grantee Authorized Representatives should use this PDF form to request WIPS and/or AI Demographics portal access for the SAEF, SAEEI, and ABA Apprenticeship Grants. Grantees should complete and upload the form following the instructions on the WIPS Technical Assistance Request.
