All SAEEI grantees are required to submit quarterly financial, performance, and narrative reports. The resources below will help SAEEI grantees submit accurate reports and troubleshoot common reporting challenges.

Quarterly Performance Reporting (QPR)

SAEEI Grantee Performance Accountability and Reporting Webinar – Covers the importance of accountability and performance reporting in grants management, as well as SAEEI-specific and Workforce Innovation and Opportunity Act (WIOA) indicators of performance.
Quarterly Narrative Reporting (QNR)
- Quarterly Narrative Report ETA-9179 and instructions - SAEF grantees should use this template to submit QNRs through WIPS. As a best practice, OA recommends grantees write and finalize their QNR in Word, and then cut and paste the sections into WIPS, as data may not save if inactive on WIPS for too long.

WIPS/AI Demographics Portal Designation Form (updated December 2024) – Grantee Authorized Representatives should use this PDF form to request WIPS access for the SAEEI, ABA, and SAEF Apprenticeship Grants. This form is used to designate staff who will submit data into WIPS and certify the data uploaded to produce the Quarterly Performance Report (QPR) and the Quarterly Narrative Report (QNR). Please note that no more than two staff members should be granted access to WIPS at the same time.
Grantee Authorized Representatives can request access to the RAPIDS Apprenticeship Information (AI) Demographics Portal for 1-2 staff members as well. Staff may use a print-out from the AI Demographics Portal as source documentation for certain data elements as indicated in TEGL 23-19 Change 2. Access to the portal does not provide full access to RAPIDS. NOTE: The AI Demographics Portal will not be used by SAA states that do not use RAPIDS.
Please use this form for Apprenticeship Grants only; do not use this form for other ETA grants (e.g., H-1B) to request access to WIPS. Grantees should complete and upload the form following the instructions on the WIPS Technical Assistance Request.
