Apprenticeship Grants Co-Enrollment FAQs and Webcast

State apprenticeship expansion grantees can serve a participant with more than one grant-funded program—or co-enroll them—as a way to provide comprehensive services for the participant. However, there are some restrictions around such co-enrollments. This page looks at the definition of co-enrollment more closely and summarizes the resources available to help grantees understand flexibilities and limitations around co-enrollments.

Definition of Co-Enrollment

What is co-enrollment? Co-enrollment is defined as enrolling a participant in more than one grant, contract, or cooperative agreement program that is funded with apprenticeship-appropriated funds and where they are receiving grant-, contract-, or cooperative agreement-funded participant services. Co-enrollment services can include:

  • Training, such as related technical instruction and on-the-job learning/on-the-job training;
  • Supportive services; and
  • Other activities supported by Employment and Training Administration funds

Co-enrollment is intended to maximize the number of resources available to participants in apprenticeship, while minimizing duplication of services.

OA’s Co-Enrollment FAQs

The Office of Apprenticeship (OA) frequently asked questions (FAQs) document about co-enrollment of participants in grants, contracts, and cooperative agreements funded with apprenticeship-appropriated funds and other U.S. Department of Labor (DOL)-funded grants states that grantees cannot co-enroll participants more than once in the same OA-funded program. State apprenticeship expansion grants are considered the same program. Therefore, participants cannot be co-enrolled in more than one state apprenticeship expansion grant, which includes SAE, ASE, SAE 2020, SAEEI, and SAEF grants.

The FAQs state that they do not pertain to H-1B-funded grants. The H-1B Scaling Apprenticeship Through Sector-Based Strategies Key Policy Clarifications resource addresses H-1B-funded grants and confirms that a participant may be co-enrolled in an H-1B-funded grant and a state apprenticeship expansion grant.

Co-Enrollment Webcast

A March 2021 co-enrollment webcast walks grantees through the purpose of co-enrollment; DOL’s position on co-enrollment for apprenticeship appropriated funds and H-1B-funded apprenticeship grants, contracts, and cooperative agreements; FAQs; and roles and responsibilities.
