Using Process Mapping to Streamline and Accelerate Apprenticeship Program Registration

In February 2022, Apprenticeship State Expansion, State Apprenticeship Expansion 2020, and State Apprenticeship Expansion, Equity, and Innovation grantees attended workshops on accelerating apprenticeship program registration through process mapping and improvement. Framed around the Apprenticeship Program Registration Process Assessment, the workshops brought together Office of Apprenticeship and State Apprenticeship Agency states to discuss program design and registration strategies.

During the workshop, several key themes resonated with grantees who had spent time mapping and developing strategies to streamline the program registration process.

OA States Emphasize Collaboration with State Directors

In Office of Apprenticeship (OA) states, grantees have found that strong relationships and collaborations with OA state directors lead to increases in programs registered. States have worked with state directors to map the apprenticeship program development and registration process and identify roles and responsibilities for grantee staff. Documenting processes and formalizing roles for state staff have helped states gain a deeper understanding of registration requirements and create program design and registration processes that are more efficient for employers.

SAA States Credit Council Members and Intermediaries From Across a Wide Range of Industries for an Increase in Nontraditional Programs

State Apprenticeship Agency (SAA) states shared two key strategies that have helped them increase Registered Apprenticeship Programs in nontraditional occupations. One, having council members who work in industries such as information technology, education, and healthcare has helped with recruitment of employers and potential program sponsors from these industries. Two, intermediaries can provide industry expertise, serve as program sponsors for multiple employers, or assist employers in developing new occupation standards.

States Are Expanding Their Technical Assistance Offerings

Identifying gaps in sponsors’ apprenticeship knowledge, grantees are spending time with employer sponsors to thoroughly explain the program registration process. To ensure programs will meet the quality requirements for registration, grantees have developed step-by-step registration guides and materials to guide their conversations with potential program sponsors. States are also providing technical assistance training and guides to sponsors after a program is registered. These guides and trainings include information on documenting apprentice progress in their data systems, mentoring, and connecting to local workforce centers. The goal for these new resources is to ensure programs are successful in and after their first year.

States see benefits in well-documented processes and procedures to their apprenticeship expansion work. Many have found opportunities for improvement while mapping their registration process and identified strengths to leverage in their work.
